Policy makers wanting to extend coverage to the uninsured often find that existing health insurance markets are not adequately accessible, efficient or fair to meet their policy objective. There is an interest in developing alternative structures to ensure access for all individuals, to foster value-based competition, and to stabilize coverage by reducing market volatility and cost pressures. Three coverage structure approaches with which IHPS has particular experience and expertise are Exchanges, market reforms and risk spreading, and local coverage initiatives.
The early adoption of health insurance market reforms and Exchanges can provide an opportunity to develop and refine such contructs so that they are more assuredly equipped to ensure access for all individuals and small-firm workers.
