In some states, policy makers are seeking ways to leverage severely limited state funds to address the pressing needs of low-income uninsured workers pending full state implemenation of federal health reforms in 2014. IHPS can assist in identifying and assessing strategies that afford coverage by combining available public and private funds, including tax subsidies.
The Institute assists in developing hybrid coverage approaches that bring together various available financing sources (existing tax subsidies and/or new tax credits, existing public program funds, modest contributions from previously non-offering employers, etc.) to make work-based coverage affordable for workers in small firms that are otherwise unlikely to offer coverage. Such approaches help develop and nurture the sense of individual and mutual responsibilities as well as coverage constructs such as Exchanges, which are central to successful implementation of coverage by and for all Americans.
