The Institute for Health Policy Solutions (IHPS) is an independent, not-for-profit organization whose mission is to develop creative and workable solutions to health system problems. Founded in April 1992, the nonpartisan Institute focuses on coverage strategies that cost-effectively achieve health care access goals.
The Institute addresses a variety of health care coverage and associated cost issues, with the overarching goal of achieving coverage by and for allSM Americans. In pursuing this goal, we work to develop transformative approaches that are in the public interest and that are made more effective by taking into account pertinent private sector dynamics.
Core Policy Areas
The Institute identifies and develops coverage solutions that often involve complementary public and private roles. IHPS analyses and develops both system reforms and transitional approaches towards coverage by and for allSM. Our team of policy and financing experts work at the federal, state and local levels to help expand coverage to working individuals and families, leverage the advantages of health coverage at work, and facilitate collaboration across public and private sectors.

- Developing coverage structures such as purchasing pools that can improve financial access and choice, as well as risk spreading and continuity of coverage for uninsured workers and individuals;
- Designing and refining coverage models, such as Health@WorkSM that optimize use of public and private revenue and cover populations that constitute a disproportionate number of the uninsured, such as small-firm workers and their families, as well as children not eligible for federal programs;
- Developing innovative financing strategies that rationally combine public subsidies with employer and worker contributions to expand coverage of low-income workers and their families; and
- Formulating public policies that broaden participation and thus move toward the goal of coverage by and for allSM.
How We Can Help
Consistent with our mission, the Institute conducts a range of activities and projects, IHPS often works with sites that are interested in pursuing promising and innovative solutions; and we tailor our approach to meet decision-makers' needs within the broader fiscal and political environment.
