No one can solve America's growing health coverage problems through ad hoc patches to current programs. The existing haphazard array of narrow categorical programs, cross subsidies and counterincentives is too often both unfair and inefficient. The negative effects on the health and well being of vulnerable uninsured persons, and on the viability of health care systems that all Americans rely on, have been well documented by others. The Institute focuses on identifying and developing workable coverage solutions that coherently build towards real systems reform.
Ultimately, the Institute believes that we must move to coverage by and for allSM. We believe that transitional approaches such as those focusing on Covering All Kids and Health@WorkSM for Small Firm Workers can help move towards this goal.
