Supplementing Cost-Sharing Provisions of Employer-Based Insurance Plans

States seeking to develop an employer-based insurance subsidy program under the State Children's Health Insurance Program (S-CHIP) must comply with a number of federal requirements regarding cost-sharing. If a program participant's employer-based coverage does not meet the requirements, the State may provide a "fill-in" plan to bring the resulting coverage into compliance.
