On October 5, 1999, IHPS and The National Governors' Association (NGA) held a conference in Washington, DC, that brought together state and federal officials, employer representatives, researchers, children's advocates, and others to discuss coordination of employer-based coverage with the State Children's Health Insurance Program (S-CHIP).

This report provides highlights of the conference and synthesizes key presentations.
