PREMIUM ASSISTANCE: WHAT WORKS? WHAT DOESN'T?

"Premium Assistance" means helping low-income working families to pay the employee contribution necessary to enroll (or remain enrolled) in employer-sponsored coverage that is available to them. This paper highlights the most critical issues for the effective functioning of premium assistance programs. The paper distills the key lessons learned and key insights gained from IHPS' work with States on this topic since 1997.

This paper should be particularly useful to States that are considering implementing premium assistance or other ways of coordinating public funding with job-based family coverage on behalf of in low- and modest-income working families. It should also be of interest to anyone who wants to know more about how premium assistance works.
