Applying Large-Scale Subsidies for Low-Income Populations to Health Insurance Coverage through Small Firms

The ideas and concepts addressed in this paper were developed by IHPS, but they draw on the experiences of many others who have wrestled with the question of how to expand job-based health insurance coverage to low-income workers and families. The approaches presented in this paper also develop in greater detail concepts introduced in previous meetings and in two IHPS papers dealing specifically with the interaction between tax credits for individual health insurance and employer coverage.
