CHCF MA Style Brief

Massachusetts-Style Coverage Expansion: What Would It Cost in California?

Authors: Richard Curtis, Edward Neuschler

April, 2006

There is considerable interest in California and other states regarding the recently enacted coverage expansion in Massachusetts. Of particular interest is the requirement that all individuals have health insurance coverage, the expanded use of federal tax benefits available for Workers' premium contributions, and the reportedly low state costs associated with the initiative.

This new issue brief estimates the costs for the state, individual employers and the federal government if California were to adopt a Massachusetts-style coverage plan.

This report was prepared for the California HealthCare Foundation.
